I think that maybe what you are speaking about is a Tabuteau thing.
If you listen to recordings of Bloom I think you will hear it quite a bit, as well as Tabuteau, Lisfchey and De Lancie.
I always thought the "loop" was the scaling of wind intensity that Tabuteau taught.
