There are too many factors that could stop the low notes working, I wouldn't like to suggest anything without seeing the oboe as that's the only sure way of making any diagnosis, so it's best left to a repairer - preferrably an oboe specialist as they will know what to look for.

I've seen too many oboes badly adjusted by general repairers as they don't know what they're doing.
