If the bore is completely cylindrical all the way through the main joints (looks to be around 4mm diameter) and it sounds an 8ve lower than it should, chances are it's some sort of practice chanter or cornemuse built in oboe form but without the wind cap given the fact it has a thumb hole on the back and vent holes to tune the lowest note. It'll only have a range of one 8ve lifting each of the six fingers and left thumb in turn.
