What make and model oboe have you got?
It sounds like the lower 8ve vent could be causing you grief if it's getting clogged with condensation, fluff or it could be the wrong diameter.
The diameter of the lower 8ve vent is usually around 0.7mm to 0.75mm (the upper vent may be the same diameter or sometimes larger), so you're best taking it to an oboe specialist to have them check it.
