Yes they are. See this video (https://www.youtube.com/watch?v=oMbNBLuc0RM). I also thought the same that since the reed is not in direct contact with lips, it can't be played in the second octave. But these players are playing it. I tested this tune on my flute and it definitely goes into the higher octave. I just don't know how.
