Seal up the vent tonehole with a bit of tape to see what difference it makes to the low Bb when it remains closed. The low Bb should be around 5Hz flatter with the vent closed.

I've just serviced a Howarth S10B that hasn't got the bell vent and the low Bb is noticeably flat without it.

I fitted one to my plastic Selmer Signet Soloist as the low Bb was very flat on that instrument.
