 Buzzy C#?

Hello everybody! I recently purchased a used Cabart 74 and it's been working pretty well for me except for one little thing. Whenever I play the half hole C#, it creates a buzzing sound. Originally, I thought there was something inside of the tone hole, but that wasn't the case. In fact, I think it's something with the top joint, as that is where I'm hearing the buzzing from. The Eb and D are both playing okay, so I don't think it's a problem with the half hole.
Does this sound like an adjustment issue, or could it be something else? I do think the instrument needs a good adjustment, as I'm only getting about 5 seconds of suction from the top joint, and low notes are not speaking as well as they should. Otherwise the instrument is in excellent condition. It is crack-free, and the mechanism is working very smoothly. I'm not sure about this C# though. Does it sound like an adjustment issue?
