My niece who is first chair as a high school freshman, has a natural talent. Problem is she's shy and won't practice at home, or where other can hear her. I play guitar and there are "silent" electric guitars. Is there anything she can use to practice Oboe quietly?

There is no good way to silence a wind instrument. You can imitate a brass mute: roll a closed, cone -shaped mute out of heavy paper, put 3 strips of some cork-like material on the outside (don't make so long it sticks out of the bell...) and convince her that with the mute in and her door closed you can't hear her...
It really does mute the instrument a lot, but it's not perfect...

When I first moved to the US and into an apartment for the first time in my life, I practiced into the clothes in my closet. I don't know how much silencing happened, but the neighbours never complained!
Back in a house now...ever so glad!

I've used this technique when traveling and I have to practice in a hotel room.
Take a heavy sweat shirt and pin/tie/sew the bottom shut. Next, push one hand through one of the sleeves so it sticks out inside the sweat shirt. Now put your instrument into the sweat shirt through the neck hole so your inside hand can reach it. Finally, put your other hand through the other sleeve. The oboe is now completely inside the muffling sweat shirt, you can hold/finger it comfortably, and access the reed without any problems.
