I think that what makes a really good oboeist at an intermediate level is someone who has the capability to make the oboe respond exactly as he or she wants, in tune. Having no notes crack or speak out of tune is unbelievably critical, and is one of the hardest things to do on the oboe IMHO. It is also something that requires a half-decent reed.
I think the thing that really makes an oboe player unbelievable if they have perfect rhythm, tuning, technique, tone, etc is someone who realizes that oboe is an instrument meant to play music, not to play oboe. It's so often overlooked, but go to concerts and see other musicians play and you'll realize that playing the oboe is not enough, but that making the actual music is what really sets you apart. Someone else mentioned that, and I think that at the high level that's all that really sets anyone apart.
