There are a couple of dozen reasons why a reed might sound airy without actually leaking.

I'm afraid this question can only be answered with years of learning how to make reeds yourself!

In the meantime, I hear it is possible to buy really good reeds (fully made) from China, Europe (Germany, France, others) and the U.S.A. I make my own and have never bought any, so I don't know what it's like. If you can buy reeds that do the job you need them to do, I recommend not learning how to make them until it is really necessary.
