The Fossati would be the best bet of the two as they're oboe specialists and will have done far more research and development on all their oboes than Leblanc/Noblet would have done with the very few models they made.
Likewise with Selmer Paris oboes if you ever happen across one of them - stick with a recognised oboe maker rather than a Jack-of-all-trades maker.
