They're better being a bit to fairly loose than tight so they don't compress the tenon corks - if they are too tight, they can always be opened up by turning slowly (in a lathe chuck) and scraping the inside to increase the diameter.
If anything, they're only there to keep the case clean and prevent a small amount of lateral movement in the case, although you'l still get grease on the case lining from the sockets.
As well as cleaning out your sockets from time to time, it's always a good idea to clean out the tenon covers as well.
