This addition is relatively easy on most conservatoire system instruments without a 3rd 8ve key as it's adding the thumbplate plus the two pillars and rod screw mounting the thumbplate.
Your best bet is to contact Howarth themselves about the cost - either London 020 7935 2407 or Worthing 01903 239219 depending which is nearest to you (though the work will be carried out in Worthing) and they could give you an estimate as to how long they'll need your oboe for.
If it has a 3rd 8ve key the cost will be higher as the 3rd 8ve touch will have to be replaced with a new one that runs to the left of the thumbplate (instead of overlapping the 1st 8ve touch) and the 1st 8ve touch will have the recess filled in - and this will involve three keys (thumbplate, 1st 8ve touch and 3rd 8ve key) being plated and then refitted after plating.
The thumbplate is sprung open and the heavier spring of the thumbplate holds down the upper end of the linkage on the top joint (the 'con bar') so the Bb and C keys remain open while the thumb is off the thumbplate. Pressing the thumbplate puts the instrument back into conservatoire mode so all the time the thumb is on the thumbplate, closing RH1 will give you the conservatore fingerings for Bb and C (and also serve as trill fingerings as you won't be trilling with the thumbplate).
