It's probably sticky.
There's three things you can do. They are listed in order of the level of skill you might have or are mechanically inclined
1. The Dollar Bill method - place a $20 under the pad, lightly press down, and drag. The dollar bill acts as a light abrasive (like a light sandpaper), and can sometimes take something sticky off.
2. Take the key off, look at the pad and wipe it off with rubbing alcohol. Sometimes this might dissolve buildup or some extra food/soda/junk on the pad. If you look at the pad and it has a medium-depth imprint on it, you could try...
3. Use a very fine emery board/nail file and lightly sand the paper down a ways. Don't go too far so that you hit the bottom of the imprint, or else your pad won't sit flat on the octave vent, but just enough to sand the buildup around the imprint down so that it doesn't interfere with the key action. If you do this, try to do it on a day when you know the nearest music shop is open and could quickly replace an octave pad in case you screw this up.
