Linda,
Do you have extremely hard reeds, or unresponsive reeds? Perhaps you are biting/pinching the reed closed? Is your oboe out of adjustment?
I'd probably chalk up your problem to one of these three culprits. If you're in Petoskey, Michigan, you might try to make it down to Interlochen some time to study with my former teacher, Dan Stolper, who helped me gain a lot of flexibility in my embouchure and perspective on the oboe. He's currently teaching at the Jacobs School of Music at Indiana University but still travels to Interlochen on the weekends to teach the kids. One of the kindest teachers you will ever meet! A few other questions that might help us diagnose the problem would be:
1. Do you keep your chin flat?
2. What pitch level does your reed crow if you put your lips down to the bottom of the thread touching the cork?
3. If you play the reed out of the very corner of your mouth, can you play the low F any easier? Can you play a piano entrance on a comfortable note like middle Bb with the reed in the corner of your mouth?
