The metronome marking of the quarter note is irrelevant to the description of the movement as "Allegro." If you had sixteenth notes at quarter = 80, you'd have sixteenths at 320. So?
The "beat" of the minuet here is one per measure, at a lively but still stately 76, just as if it were in 3/8 with dotted quarter = 76.
