Most likely, low D is being considered as the fundamental note as you get a D Major scale by lifting each finger in turn (provided you can get C# with all fingers off).
This is the case with Baroque oboes (as well as Baroque flutes and simple system clarinets), though again it's more customary to play C# as an upper register note than with all fingers off.
