The fact that the reeds are flat on some notes and sharp on others in the upper register is telling.
Chances are:
1. They're probably too flat and forcing you to bite, thus making them too sharp.
OR
2. They're too open, also forcing you to bite them closed and going sharp.
OR
3. They take too much wind to blow up to pitch, so that you can't blow them entirely up to pitch (making them flat) and sometimes forcing you to bite them.
If you play the reed in the corner of your mouth, is it flat all the time?
