The only thing I would comment on of DulcetEmblem's advice is
-the tensing of the jaw when pitch seems flat.
The best sounds come out of the oboe when there is no tension anywhere in the body. The reed should be in tune, and be able to keep pitch with a relaxed embouchure. Biting flat reeds into pitch is probably one of the worst habits of oboe players, as it completely ruins the reed's tuning with itself, and the oboe's tuning with itself.
If the reed is in tune with itself and 440 (meaning that it peeps and crows a C natural) and the oboe's pitch is still flat it is one of three things:
1. The oboe is still cold
2. There is a leak in the reed or the oboe
3. Air stream is not correct

On a day to day basis, it's probably no.3 that is the cause of flatness.
