This thought has run through my mind also in the past, but I can think of two possible issues:

1. The steepest concave angle you can achieve is limited by the curvature of the dremel tool
2. Overheating can change the nature of the cane. use the lowest speed you can, and dip frequently in water!

I don't like the idea of the diamond coated tip, I suspect it would make striations in the cane in the direction of the twist, destroying the structural strength imparted by cross-cut knife marks. You may prefer this tip, which could give you a smoother finish:
