Jack...What you are seeing is the opening clarinet cadenza on the first page of the piano reduction.
The work is for clarinet in Bb, and there should be a separate enclosed part. Thus, the opening note for clarinet is a written E3...GBK

Aha. That explains it. I knew that the opening cadenza was without accompaniment. What threw me was the apparent size of the print. It looked normal to me so I assumed I was seeing the first page of the clarinet part rather than the piano reduction. Thanks for the clarification, GBK.
