Maybe not.
The tenon shoulders may be worn, or inadvertantly have been sanded down a bit. A tenon cap should aleviate the situation but a cheaper route may be to take teflon tape (look for it in the plumbing section of your favorite hardward store) and wrap around the tenon shoulders. The stuff is super cheap and this winter when the humidity changes you may not need it.
