Nightmare coming true...band!

In my quest to start a jazz jam in my new home town, I've been asked to help start a community band instead. <I shudder at the thought>! Just kidding - I'm excited to help where/if I can.

We have a trio that is very dedicated to the idea of a community band, and another 17 or so who are very interested, but are waiting to see how things go before fully dedicating.

We were able to find an establishment to host our endeavors ( Ironically, the local Library ).

I haven't played band music in decades, and the last band score I saw was in high school.

So - I have some basic/easy questions:

1. Do "band" scores usually list all parts in C, or are the parts transposed within the score?

I've looked online and have only found scores with transposed parts. I'm not sure if I'm just finding odd listings, or if that is expected.

Any scores we decide on will need to be re-arranged for the very small group we'll be building on, and it would be so much easier if the scores listed the parts in non-transposed format. Easier to see the chord structure/voicing, etc.

We'll be starting out pretty brass heavy. Trombones, Tubas, a flute or two, one Cornet, and a Clarinet. (Maybe we'll just have to switch to a brass band to start with.)

2. Is there a general rule of thumb when arranging for small groups? (Like, flute/clarinet/trumpet on melody, x on harmony, y on bass, z doubles on the 3rd/5th, or covers the 7th (chord quality notes or passing tones), and t is the same as x down/up an octave?

I appreciate that real arranging is much more complicated than that - but I'm looking for a starting point, and wondered if there are any basic rules. My on-paper arrangement experience is sparse, and really reached only to 4-part harmony in College, and some 4-part hymn re-arrangement as an adult.

Being a jazz player has helped me understand chord structure, leading tones, chord quality tones, etc. - and in a seven piece jazz ensemble, I know the roles of each instrument and what chord part/role each player would play, but I really don't know anything about arranging for normal band.
