I think the seller is implying that this is the type of tie that would have been worn during some part of the big band era ('30's, '40's, or '50's), and possibly more likely by a swing musician than a lawyer.

The only connection I can figure out is that this is a tie from the late 40s/50s, when swing bands were in vogue. If you're re-creating a swing band, maybe a tie like this would be part of the costume.
