Apparently not. Those claims are quite dubious. I thought the part of the part of a clarinet player's lips most likely to hurt would be the underside where the bottom teeth touch, a place where one would not apply lip balm of any kind. What sort of problems are you having that you imagine this product would solve?

As a brass and flute player myself, my lips need to be supple, not tough. And they've never hurt. So I suspect any pain is due to over use and improper technique. If my lips are chapped, I'll just use ChapStick.
