I've played this piece a lot. It's really great! For some strange reason it's one of my favorite pieces to play. I look forward to playing it with varies orchestras.
Before the first solo starts, if you can't make it through the solo, leave out the 4th beat before the solo, then take air to get through it. Same with the second solo. Since the whole orchestra is playing just before the clarinet solos that one beat before the solos won't be missed. Is there an assistant first clarinetist? If so don't play the whole measure before the solos, because the assistant first player can and should cover it. You should have plenty of air to get you through the solos.
