I have tried a counter-intuitive approach to a 2nd octave vent which was frequently filling. I took a tiny drop of sewing machine oil and, with the needle-sized handle end of a small (very small) drill bit I happened to have, pressed the oil through the vent opening several times. The drill bit handle was an exact fit with the opening. This oiling worked for several months before needing to be repeated. Occasionally I would get a water sound in the vent, but the water seemed to fly out immediately where it could be blotted by cigarette paper; the oil appears to prevent a capillary-action water trail into and through the opening, and facilitates the fast dispersal of any water which gets in there.
