Devin, does this always occur, or only with certain reeds?
In addition to what Cooper said about learning to cover and focus those tones, you may also have a reed issue. The throat tones on the oboe (the ones that don't use many fingers down) can be pretty harsh with some reeds.
Are you using store-bought reeds? Make your own? Buy handmade reeds?
