 Beginning student cannot change pitch

I started a new girl on oboe who has played clarinet. I tried to get her to go really sharp to really flat and then center pitch and she couldn't do it. I tried explaining it through the embouchure and mouth but no results. Is this more of a reed problem or beginners problem? She even would take the reed in and out from mouth and the pitch would just stop.
