'51 is early for an R13. Undercut tone holes are not an indicator (undercutting existed at the turn of the century). You would have to measure the upper joint at the upper and lower and inset a certain distance to see if it's polycylindrical. There's a very small "step" in an R13. Prior to that R13 clarinets may have had a slight taper but not a step.
