The Selmer probably has a larger bore (the inside of the clarinet). The Signet is a fine intermediate level clarinet, and Selmer makes professional level instruments too. They also are preferred by Bulgarian folk musicians like Ivo Papasov, when made with the "Full Boehm" extra keywork.
I think that the wider bores of Selmers make Balkan music sound different from Buffets. I do play Buffet R13 myself and I know a Macedonian musician here in the US who plays an old Buffet simple system with a JB and sounds beautiful!
