 It's a woodwind. It's an alto oboe pitched a fifth below the oboe. You may be thinking of a French horn which is brass.

 In Europe, the English horn is always called the Cor Anglais, at least when talking in English!

 The English horn (aka cor anglais) is like an oboe, pitched a fifth lower in F.  It has the same fingering system as an oboe, and is played with a double reed, but has a bulbous bell.  It has a very distinctive sound, and often has a solo part.  If you remember the "morning" section of the William Tell Overture, or the slow part of Dvorak's New World Symphony, you've heard the cor anglais.
