 I assume you're talking about the flute, in which case I have no idea.  With oboe the answer is air <i>pressure</i>.  Of course, that's the answer to a lot of problems when playing oboe.

 what i have heard is that you should always use the same amount of air even if you are playing pp and ff. So I am guessing it needs more pressure? Corect me if I am wrong.

 yeah it's more pressure 
and much more diagphram 
the diagphram work you put into a piece can make alot of difference it solves most problems on the flute

    Thanks. I am working on diaphragm also to get more air pressure so I can play the high notes clean and close to in tune. And I also learned that using lower jaw affects a lot on high registers' tone. 
 
   So, how do you lower the air pressure?

 Pressure. Especially on flute.  
 
You need a very direct, tight airstream to play "high" notes.
