I recently moved up from 2 ½ to strength 3 clarinet reeds. Since then I somehow cannot get rid of a hissing sound (is that what you call leak?) especially in the medium register. Can anyone tell me if and how I can get rid of this sound and recover the much clearer sound I get when I play with 2 ½ strength reeds?

i dont think its because you moved up a reed size...i think it might actually be the physical reed...try a different 3 reed see if it works better

Actually, it might actually be you. I've experienced this before, and it has to do with the strength of your embouchre and such.
The hissing sound comes from the air trying to get through but the reed may actually be too hard for you. This is rather hard to explain, but the air has to be able to have a clear passage, and going through your throat and out. I suggest you stay at the previous strength since it seems that your embouchre is not strong enough to take a 3 reed.
But, you may try other brands, since different brands vary in their strengths. For example, a 3 Vandoren is much stronger than a 3 Rico.
Don't move up because you want to play a stronger reed to look better, some professionals still play a 2½ becasue it allows their full range. Play what ever is comfortable.
