i am going to be learning cello and i was wondering what would be the best cello to buy or rent for a beginner and what size would i need i am about 5'4" and i weigh 100 pounds thanx

At that height, you are big enough for a full size cello. Start with a student cello, because a good quality one is very expensive. You're better off learning whether you really want to stay with this instrument before paying 3 or 4 thousand dollars for a reasonable model.
