Is the soprano sax double reedded? My uncle told me that it is. One more question. Does soprano sax only play base-line?

The soprano sax uses a single reed, the same as any other sax. It is a high pitched sax, an octave higher than the tenor. The music for it is written in treble clef, exactly the same as for the tenor and alto sax.

Thus, stretching farther out Eoin's response, and completely answering your question, it wouldn't play bass lines. In fact, in a jazz band (though not nearly used as alto saxes), the soprano would have a lead or solo part usually.
