get a theory and technic book, and just review and you might also want to get a sight reading book...and practice, nobody learns this over night!

best and most expensive: get a private teacher
alternative: talk to a friend /band director for help
fine: get a beginners book, they explain pretty well usually
always: practise alot, you will go faster with time as long as u do it

Do you play an instrument? If not, you could start with the recorder.
I just began teaching myself the flute a week and a half ago, and for the oddly-fingered upper octave, I quickly memorized what note went with each fingering with a technique I kind of accidentally thought of. I'm sure it would also work to memorize what notes are on a staff. I said a letter, and then as quickly as I could I fingered that note. I did that for about ten minutes, and by the end I had no problem remembering what each fingering was.
You could alter this technique to memorize notes on the staff by writing notes on staff paper from middle C to C two ledger lines above the F line, and then randomly think of a note and say it out loud (believe me, saying it out loud helps) and quickly look at the correct note on the staff and play it with your instrument. Randomly choose which octave to pick too.
If you really want to go for it, write every note, I.E. C, C#, Db, D, D#, Eb, E, etc.
Perhaps an even better way would be to get a friend or family member to call out notes so that there would be no chance of knowing what to expect.

I have a clarinet book w/ a fingering chart in the front and i study a few notes one day, and i test myself the next day. Once i get a little familiar w/the fingering i'll just start thinking of random notes and finger them. I plan to get lessons also.
