The reason a person can't usually get the high notes is because their embouchure hole is too big and so the airstream is not fast enough. Try this: instead of "forming" an embouchure, try saying "p" like you were going to say "put" but you just say the "p". The act of saying "p" (or "poo") just barely opens your lips from the force of the air. So instead of "making" an embouchure, the air coming out of your lips makes your lips open into a teeny weeny embouchure. When you have a teeny weeny opening, it's much easier to make the air come out faster. When the air comes out faster from a small embouchure you can get the high notes. So play saying "pooooooooooooooooooooooo". Don't just blast at the high notes, start in the lower octave and work your way up. Like from low F, play, F-G-A-Bb-C-Bb-A-G-F. Then start on G. Do G-A-Bb-C-D-C-Bb-A-B. Do this slowly, strengthening your lips and working your way to the upper octave. Don't try to do too much in the top octave at first, it will just wear you out. If it's terribly loud, wear earplugs. And take it from a professional, playing piccolo is EASIER than playing flute once you learn how to do it properly, it takes much less air.
