It depends alot on who you talk to and the make of instrument. For instance the Laubin compnay chooses to use leather pads on all vents keys and I think C, C#, D#, B and Bb. Other makers like to use some bladder, leather and cork pads. Loree uses exclusively cork.
Some people will say that leather is best because it is less sensitive to changes in humidity. Some people feel that bladder or felt pads seal better. Others feel that cork is the best material, but cork has been such a widely pilaged material that repair-men are always bemoaning the declining quality of cork. This is usually the reason why many oboes now are being made with a combination of pads, and because it is used everywhere from wine bottles to flooring good quality cork is becoming harder to find.
I think that most people regard cork as "the" material for pads, on the oboe that is.
