It doesn't have to be an active cold--it could just be what they used to call "post-nasal drip". Usually it's allergies, and it causes a more-or-less permanent tickling in the back of your throat, as mucus runs down there. I have it, too. Giving a good cough or two clears it out for a while; it's not a big enough drip that you can blow your nose, it's just a sort of slow leakage that makes your throat tickle.
Ask him if he has allergies. Antihistamines help.
