If you can find a staple with a rounder, as opposed to flatter, opening at the top end, that would make the high register sharper in comparison with the lower register.
I have no idea if you already know this or not, but too much cane taken out of the back of a reed or out the the blend between the heart and the tip will make a reed flat up high. Other terms for this "phrustrating phenominon" are "unstable" and "false".
Personally, I have made more than my share of reeds with this shortcoming. I never got the impression it was from the staple, though. It's a really nasty trait for a reed to have, as playing on such a reed encourages tension in the throut and elsewhere.
