The only thing it could be as it's an older East German oboe (Huller), it could be built to 444Hz making it noticeably sharp.

I bought an old Keilwerth Oehler system clarinet and it's built to 444Hz which makes it impossible to play alongside instruments built to 440Hz.

There's nothing that can be done to the oboe to lower the pitch, though the only remedial thing could be to use reeds with a long scrape, and scrape the lower part of the reed further still to make them play flat. Using longer staples or reeds will only throw the scale out.
