I would guess that your reed may be too soft, or that you may be biting the reed. High notes don't require much air, but the air that is moving has to be moving tremendously fast. So don't try to force all the air in the world through your oboe, but try to really focus the air into one direct, intense stream. The support for this air is not from your mouth, it is from your abdominal muscles. What you have to do is breathe very deeply, or "belly breathe" so your lungs have plenty of room to expand. AND you have to keep your stomach as far out as possible. Most oboe players squeeze their stomachs in to get the pressure up, but it's really much easier, and you will sound better if your stomach is out.
