Chris -- I have an old recording of Goosens playing it, before the beat, and sounding very lovely. And when I first studied it, in the 1950's, with a teacher who also taught at Julliard, I was taught to play the grace notes there before the beat. "On" the beat might seem to comport with Baroque practice; however, that "rule" always had exceptions when taste would dictate. Certainly one could play it "on" the beat with as much grace.
