I've got the top plate (LH 1) screwed almost closed though there is a tiny amount of movement in it (barely enough to get a cigarette paper into), so I can play the top notes with LH 1 lifted off completely, though I can still half hole if I need to.
It depends on how large the diamond aperture is - if it's a large diamond then it needs to be closed more - if it's a narrow diamond or circular hole of around 1mm max, then it can have a bit more movement, though you have to try it out to see what works best (similar thing with the 3rd 8ve key adjustment and the adjustment that connects the low C key to the middle fingerplate for RH2).
I usually have the most tuning troubles with middle F and G if my reeds aren't compliant.
