Hey Clarence,

While a tool like that may be nice, what the 'collar' on the reed will probably also do is dampen vibrations. While I've never actually tried this, I know my teacher (James Mason) is opposed to putting any sort of wire on oboe and English Horn reeds because it dampens the sound. What you should do is soak the reed like you usually do, then if it's still not open enough, then soak it in hot water like Shoko2 said. Don't use scalding hot water, but more than warm. Hope that works!
