Feld was a czech composer, who I think is most famous for this Flute Sonata ( much more than the Oboe Sonata).
The Work was written for Czeh born and Australian based oboist Jiri Tancibudek (1921-2004) (www.adrs.org.au/jiri_tancibudek.htm) , who also commissioned the Martinu Oboe Concerto.
There is a recording of Jiri playing it form the 1970's on an ABC classics re-release, along with the Martinu ; http://www.buywell.com/cgi-bin/buywellic2/01487.html.
It is not really a common work on the repertoire listings, It is a good test work for a competition due to this fact. I have seen the music, it is not an easy work and has overtones of pastorale scenes and is very Czech ( think of the Martinu concerto as an example).
