I think that the left F was put on a long long time ago. I don't think that it is exactly "new". I believe, according to some readings that I have done, that the left F was introduced in the late 19th Century/early 20th Century. Don't quote me on this as I may be wrong. But the development of the oboe rapidly grew in the 18th Century. Anyway, I hope this kind of helps with your question.
