I presume you are talking about the lowest C pad on the oboe and not the C note which is on the third space of the staff. You start off talking about the left hand pinky C key and later in the message talk about the right hand C key. Could you clarify which C is causing the problem the low C which is the line below the staff or the C which is in the third space of the staff. You also say the key sticks.
Does the key stick or does the pad stick? If you are turning(or trying to turn the "set screws", you are causing air leaks in the pads if the adjustment is not proper. Air leaks would cause the low C to be "out of tune". Now if pads are sticking closed you do not adjust set screws to fix the problem; you find a way to keep the pad from sticking. Now if the keywork is sticking and keeping the pad closed, you need to fix that separate problem. Keywork sticks due to no lubrication in the long screw that goes through the keywork rods---Do you oil the keywork? Sometimes keywork binds (and the pad will not come up, if the instrument you play is a wood instrument and the wood has shrunk. In that case the repair person has to shorten some of the rods that the long screws go through so that the rods do not bind on the posts that are anchored in the wood. Sometimes on some instruments there are set screws that hold other set screws that you can really mess up the heads on if you try to use force in adjusting the screws. Some repair persons also use thread lock liquid to keep the set screws locked in position. My best advice is to visit the music store with the repair shop and play the instrument a while. When it starts to act up show it to the repair shop. I might add in closing that sometimes you can loosen the screw for the whole long rod that for my instrument runs has the screw head by the low C pad---the screw rod is about 2 inches long.I also am confused about when you mention the left hand Eb key???
