Maybe I am misreading the post...
But I think it is the difference between volume of air and speed of the air.
You can try the Tabuteau trick of blowing out a birthday candle held at arms length.
Sheer volume will not get the job done, but the speed of air will.
There were a couple of things that I learned from teachers, and I don't know if they'll be useful but I can pass them along.
Richard Killmer, I think through Bob Bloom used to say that you need to blow forward and from the mask. Imagine that the air is coming from the bridge of the nose. Or try focusing the air-the sensation of the air, behind the two front teeth. Try blowing from the tip of the nose.
I know they're all crazy sounding ideas but maybe they'll help a little, if this is infact what you are grappling with.
